摘 要：随着我国工业化和城市化的不断深入,基础设施对城市的发展产生越来越重要的影响,甚至成为制约现代城市发展的瓶颈,究其原因在于基础设施建设资源短缺,投合作渠道不足。对传统基础设施投合作模式以及新兴的PFI(Private Finance Initiative私人主动合作)、PPP(Public-Private Partnerships公私合伙制)以及各种应用形式进行比较研究,可以为拓宽基础设施投合作渠道提供参考。

A Com para tive Study on the Investm en t and F nianci ng M odes of the Urban Infra structure Abstract:W ith the constant deepening of the industrialization and urbanization in our country,infrastructure has an increasingly great mipact on the urban development,even setting a lmi it to the urban development as a bottleneck,for which the reason is the lack of money used for the construction of infrastructure and the lack of the investment and financing channels as well.This paper makes a com2 parative study on various app lication modes,such as the traditional invesmtent and financing modes,the newly emerging PF I(Private Fi2 nance Initiative)and PPP(Public-Private Partnership s),in an attemp t to p rovide a reference for the expansion of infrastructure’s invest2ment and financing channels.

城市基础设施是城市生产、生活的物质基础,也是城市经济体系中重要的产业部门,它是城市建设和城市管理的重要内容。随着我国工业化和城市化的不断深入,基础设施对城市的发展产生越来越重要的影响,甚至成为制约现代城市发展的瓶颈,究其原因在于基础设施建设资源短缺,投合作渠道不足。2004午7月出台的《国务院关于合作体制改革的决定》指出:放宽社会资源的合作领域,允许社会资源进入法律法规未禁入的基础设施、公用事业及其他行业和领域。有鉴于此,本文将对传统基础设施投合作模式以及新兴的PFI(Private Finance Initiative私人主动合作)、PPP(Public-Private Partnership s公私合伙制)[1]以及各种应用形式进行比较研究,以期为拓宽基础设施投合作渠道,改善基础设施资源短缺的现状提供参考。
